Piraten und die Polizei
So, nun steht er also an, mein erster Blogbeitrag. In den letzten Wochen und Monaten sind viele Dinge an mir vorbeigerauscht, bei denen ich mir gewünscht hätte einem größeren Kreis Menschen meine Meinung nahe zu bringen. Eins dieser Themen war nach dem Freiheit statt Angst – Vorfall, bei dem mich sowohl der Vorfall selbst als auch die Reaktionen im Netz darauf teils sehr erschrocken haben. Aber ich möchte mich natürlich nicht nur auf diesen einen Vorfall beschränken sondern etwas Grundsätzliches zum Verhältnis der noch jungen Piratenpartei und der Polizei loswerden. Ich schreibe das Folgende in der Hoffnung auf beiden Seiten Beteiligte zum Nachdenken anzuregen bevor sich unnötig(!) Fronten bilden, die später nicht mehr oder nur sehr schwer zu überwinden sind. Mir ist dabei durchaus klar, dass ich nur einen Bruchteil beider Seiten erreiche, was nichts daran ändert, dass meines Erachtens nach bestimmte Dinge einfach einmal festgestellt werden müssen.
Was genau reizt mich nun so an diesem Thema? Nun, mir geht z.B. jedes mal der Hut hoch wenn selbsternannte Demokraten und (Netz-)Freiheitskämpfer stets dann ihr tolerantes Weltbild über Bord schmeißen wenn simple Feindbilder zu schaffen sind. Bei einer Demonstration der Piraten gibt es unzulässige Übergriffe durch die Polizei und kaum einen Tag später beschwört ein Teil der piraten-nahen Netzgemeinde das Ende der Meinungsfreiheit herauf. Die Rede ist auch schnell von “der Polizei” bzw. “dem Staat”, ein Reflex der besonders gerne auch extreme Linke oder Rechte überkommt, wenn sie sich auf den Schlips getreten fühlen.
Damit möchte ich ganz sicher nicht entschuldigen was eben nicht zu entschuldigen ist. Aber wir reden hier vom Übergriff (und dem Nichteinschreiten) von einigen wenigen Polizeibeamten, das macht nicht jeden verdammten Polizisten in ganz Deutschland zum Feind der Meinungsfreiheit oder speziell der Piraten. Jeder Mensch ist ein Individuum, das für sich allein Entscheidungen trifft, das gilt doch wohl auch für Polizisten. So richtig es nun ist auf eine lückenlose Aufklärung und Bestrafung der Beteiligten zu drängen, so falsch ist es hier grundsätzliche Gräben zu ziehen. Bedingt durch die gesellschaftliche, soziale und politische Entwicklung der letzten beiden Jahrzehnte beschleicht viele Polizisten schon lange ein leichtes Gefühl von “alle sind gegen uns”, was in vielerlei Hinsicht auch nicht von der Hand zu weisen ist. Das heißt aber nicht, dass die Piraten nicht auch bei der Polizei viele Sympathisanten haben. Ich kann mich noch lebhaft an die sowohl sachlich als auch sehr emotional geführten Debatten im Pausenraum zum Zugangserschwerungsgesetz erinnern. Glaubt denn irgend jemand alle Polizisten seien immer mit allem was der Gesetzgeber für die Polizei regelt einverstanden? Als wenn irgend ein Streifenbeamter oder Mitglied einer Bereitschaftspolizei jemals irgend eine praktische Erfahrung oder Fachwissen in so etwas einbringen könnte. Politische Realität ist doch, dass genau wie in jedem anderen Bereich solche Dinge auf einer Ebene entschieden werden, die mit gesundem Menschenverstand so viel zu tun hat wie mein Toaster mit kalter Fusion.
Fakt ist also hier wird aufgrund eines Einzelfalles – und genau davon reden wir – ein politischer Diskurs auf eine Personengruppe projeziert, die pluralistischer kaum sein könnte. Ein politischer Diskurs kann aber nur zwischen denen stattfinden, die Politik machen wollen und dürfen. Ein Polizist, egal in welcher Form macht aber keine Politik. Wie also mit solchen Problemen umgehen? Wie wäre es denn mit aufeinander zugehen? Ist so etwas denn wirklich so schwer zu realisieren? Ich denke nicht. Vernünftige und konstruktive Kommunikation erfordert auch immer ein grundlegendes Maß an gegenseitigem Verständnis. Das gilt selbstverständlich für beide Seiten.
Es gibt natürlich neben den Polizisten, die durchaus mit den Piraten sympathisieren auch solche, die das nicht tun. Unabhängig davon ist der gegenseitige Umgang auch eine Frage der Wahrnehmung. Beschäftigen sich die Piraten mit Problemen bei den Polizeien, von denen es wahrlich genug gibt? Kann man dann erwarten, dass sich jeder Polizist mit den Zielen der Piratenpartei beschäftigt? So abgedroschen es klingen mag, aber der Spruch mit dem Wald aus dem es schallt ist schon nicht ganz abwegig.
So sei schlussendlich allen kritisch mitlesenden Polizisten mit auf den Weg gegeben, dass die Piraten weit mehr sind als ein Haufen pickliger Datenschützer, die einem Zwecks Demo das Wochenende mit Frau und Kind versauen.
Die lesenden Piraten möchte ich bitten sich nicht von linken oder rechten Hetzern zu einem “wir gegen sie” Weltbild irreführen zu lassen, sondern den konstruktiven Diskurs zu suchen.
Eine Brücke zu bauen erfordert vor allem Anderen den Willen und die Erkenntnis, den Fluss überhaupt überqueren zu wollen.

Gerade die Piratenpartei sollte das geschriebene nur zu gut verstehen. Denn so wie nicht jeder Internet-User ein potenzieller Kinderpornographie-Downloader ist, so ist auch nicht jeder Polizist ein fanatischer Anhänger des Systems.

Die Frage ist nicht, ob der Fall auf der Demo ein Einzelfall ist oder nicht. Die Frage ist, wie mit solchen Einzelfällen umgeganen wird intern bei der Polizei.
Wirft man Prügler der Polizei in den Knast wo sie hingehören (man stelle sich das mal umgekehrt vor), oder wird vertuscht und verdrängt und schön geredet?
Leider werde ich das Gefühl nicht los, dass Letzteres der Fall ist.
Die Kritik an _der_ Berliner Polizei nach der Demo war gerechtfertigt. Nicht, weil sie für den Einzelfall verantwortlich waren, sondern weil sie nicht adäquat damit umgegangen sind.
Wenn eine Gruppe von Demonstranten auf einen Polizisten bei einer Demo einprügelt, kommen sie ganz sicher in den Knast. Machen das einige Polizisten, die ja die Verantwortung des staatlichen Gewaltmonopols haben(!), passiert komischerweise nichts.
Warum klicken da nicht die Handschellen? Das ist eine zulässige Frage.

Zeig mir mal denjenigen der nach einer Prügelei mit der Polizei (nachdem er sie initiativ angegriffen hat) wirklich zu einer Haftstrafe verurteilt wird, geschweige denn sofort.
Im Übrigen halte ich den Umgang des Landes Berlin mit dem Problem für mindestens ungeschickt, um es mal vorsichtig zu formulieren.
Was polizeiintern geschieht ist zudem immer noch eine ganz andere Frage. Oft haben bereits Vorfälle mit weit weniger Außenwirkung harte Konsequenzen für die entsprechenden Kollegen, nur lässt sich keine Polizeibehörde bei internen Ermittlungen auf die Finger schauen. Dass das nicht immer besonders pfiffig ist, steht auf einem anderen Blatt.
Hinzu kommt, dass die Öffentlichkeit oft ein Tempor erwartet, dass eine Behörde nicht leisten kann und auch will. Dies ist auch gut so, denn schnelle Konsequenzen bergen auch immer die Gefahr mangelnder Fairnis. Denn auf 1 berechtigte Anschuldigung gegen einen Polizisten kommen 10 erfundene aus Rache. Es ist für alle Beteiligten wichtig, dass sorgfältig ermittelt wird, was nun mal seine Zeit dauert.
Ich habe selbst mehrere Jahre lang in meiner Behörde Beschwerdemanagement mitbearbeitet und kann dir hoch und heilig versichern, dass eine Videoaufnahme nicht nötig ist um nach einem Fehlverhalten einen mordsmäßigen Genickschlag (Strafanzeige inkl. wenn erforderlich) auslöst. Es reicht vollkommen aus solche Dinge mitzuteilen/anzuzeigen und dann wird auch nachgebohrt ob da etwas dran ist, bei Straftatverdacht sogar ganz besonders.
Ich kann mir nicht wirklich vorstellen, dass sowas in anderen Polizeibehörden maßgeblich anders läuft, ganz im Gegenteil würden mir auf Anhieb eine Reihe Anekdoten einfallen, wo Kollegen anderer Polizeien mordsmäßigen Ärger bekommen haben, obwohl sie sich “nur unklug” aber nicht strafrechtlich relevant verhalten haben.

I have always looked to running as a special treat to selfishly do something that is just for me. I ran cross country in High School, but recently my choice distance is the Marathon. Last year I ran Eugene and had a great race with a Boston Qualifying time of 3:27. My friend was visiting from London around the same time and gave me a sachet of Orbana to try. It was a cold and rainy morning and I didnt feel like running, but I mixed my Orbana into water and drank it down. As I got dressed I started to smile with anticipation of my run. Orbana gave me the lift I needed to get out the door. Even though it was pouring rain I couldnt be more excited to be outside running. I flew through my run-I was hooked. I spent the next 6 months training for the Long Beach Marathon and used Orbana exclusively this time. I drink it 20 minutes before I run and again about 2 hours into my run. All I need to carry is water-I dont need to mess with all the ooey, gooey stuff that leaves me feeling ill. Last fall finished Long Beach ten minutes faster than Eugene with my PR of 3:17. Boston 2012 here I come! Thank You Orbana!
